The Fifth Ward of north Saint Louis, Missouri has reached this all-important crossroad. With development pressure moving north and internal buy-out and development pressure rising coupled with a lack of city funding and support, the community must assess its resources and the role it will play within the larger framework of the Saint Louis Region.
This document proposes a system of connected spaces that connects the eight neighborhoods, the open spaces and the people of the Ward and boldly proposes the rehabilitation of the Near North Riverfront neighborhood into a regional mixed-use destination.
